It also does much to limit one player from hijacking the entire game and playing everyone's hand for them in that table talk is limited (but not disallowed entirely) by the rules. In LoTR you're playing against the system, fighting the game. In AGoT you're fighting each other and it can get nasty, it can cause fights.

In a Civil War game, all players share a common draw deck, but bring their own plot deck to the game. Also, as a follow up to previous replies; try splitting your '30 characters' into two lots of roughly 15. Aim to have 15 'big hitter' characters that cost 3 or more gold and 15 'cannon fodder' guys that cost 2 or less.
I was trying to make a Subject 5U-21 deck using a Youtube video's build as a base, just so that I can try to get the feel of the character (I'm still new to the game, just discovered it two months ago), but when I inputted it into ArkhamDB it says " Contains forbidden cards (cards not permitted by Faction or Agenda)."
So a tournament deck is 50 cards + 3 heroes and the low end prebuilt decks for the 2 player game that comes with the core set are ep cards. 29 faction and 3 heroes. So I supose that means the smaller casual decks are supposed to be 30 cards in this case 29 faction and 1 colourless. Then 3 heroes ontop of that.
